Acquisition of land under JNNURM
Some State Governments have experienced problems in acquisition of land which have affected the implementation of the approved projects. Land is a State subject and the implementation of the projects under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) is also done by implementing agencies of the State Government/Urban Local Bodies(ULBs). In order to augment the capacity of the State Governments and ULBs in the implementation of large projects and handling issues related thereto, the Mission is supporting the setting up of Project Management Unit at the State Level Nodal Agency (SLNA) and Project Implementing Unit at the ULBs level. Further regular monitoring of projects is being done through State Level Steering Committee (SLSC), SLNA and Independent Review & Monitoring Agency (IRMA) by the State Government. The implementation of the approved projects are constantly monitored by Government of India also. These are reviewed at the Ministerial level as well as by Secretary (Urban Development) Government of India. The progress of implementation is also reviewed by the Central Sanctioning & Monitoring Committee(CSMC). Quarterly Progress Reports (QPRs) are also obtained on a regular basis to monitor the progress of the projects. This information was given by the Minister of State in the Ministry of Urban Development, Shri Saugata Roy in written reply to a question in Rajya Sabha today.
He further said that the overall 7 years allocation from 2005-2012 under Urban Infrastructure and Governance (UIG) of Jawaharlal Nehru National Urban Renewal Mission(JNNURM) is Rs. 31500 crore , out of which Rs. 27748.18 crores has already been committed by approving 527 projects for the various mission cities. In addition, Rs. 2088.85 crores has been committed for financing procurement of 15260 buses sanctioned under UIG of JNNURM in pursuance to stimulus package announced by the Government. 83 projects have so far been reported physically complete and 10100 number of buses have been delivered for urban transport.
