MMRDA invites to global consultancies for MTHL study
Mumbai, April– The Mumbai Trans-Harbour Link (MTHL) is put on a fast track as the Mumbai Metropolitan Region Development Authority (MMRDA) has decided to invite proposals from global consultancies for the techno-economic feasibility study. The bidding consultancies are also expected to provide complete transaction advisory services including bid process management.
The move has come within less than three weeks after it was decided by the State Government that the project will be implemented by the Authority.
The primary eligibility criteria for the consultancies are a minimum experience of fifteen years in the related field and an annual turnover of more than INR 60 crores. In case of a consortium the eligible annual turnover will have to be more than INR 100 crores and the “Lead Member” will have to show more than INR 60 crores of annual turnovers for a period of last three consecutive years.
While the INR 8,300-crore MTHL project provides six lanes for the vehicular traffic and two separate lanes for the Metro Rail, the scope of work for the consultancies assumes importance. The consultancies are expected to review existing feasibility studies / Detailed Project Reports (DPRs), dispersal system in MMR as well as island city, socio-economic and environmental impact and mitigation measures as per the guidelines set by the Ministry of Environment and Forest. The scope of work also includes updating of traffic forecast on road, the estimated passenger load on the Metro as also examine legal framework and recommend, along with DPR for the project, appropriate structure as the project is to be implemented on Public-Private Partnership basis. The consultancies are also expected to carry out land survey for alignment and provide cost estimates for land acquisition.
